About Us
Victory Child Empowerment (VCE) Kenya was founded in 2020 to respond to the growing number of vulnerable children in residential care, the increase in orphanages, and harmful cultural practices affecting women and girls. VCE was registered in 2021 as a not-for-profit community-based organization in Kisii County, Kenya. The organization works to protect, support, and empower vulnerable children, women, and girls.
Core functions
We focus on three key pillars: family prevention and preservation from separation, alternative care, and transformation of institutional care. Through a case management approach, we work to ensure that children in residential care are safely placed or reintegrated into appropriate family-based or community-based care, guided by the best interests of the child.
Care Reform
Family Strengthening
To ensure that children return or/and remain in safe nurturing and thriving families, family strengthening is critical. We focus on: household economic strengthening, Positive parenting, Psychosocial support, and Mentorship.
Research and Innovation
We use research, data collection, and assessments to understand community needs and improve its programs. It analyzes and shares findings with stakeholders, uses new ideas to strengthen learning, and adapts its work based on evidence. This helps us develop effective, sustainable solutions to community and child protection challenges.

2 Sub-counties with active care reform committees.
Drafted the Kisii County Care Reform Plan.
